Summary: will allow anyone to practice barbering, cosmetology, manicuring, esthetics, electrology, and operating a cosmetology or barber school WITHOUT a license or training and will remove the state board of cosmetology and state board of barber examiners.

Tennessee House Bill 1945 and Senate Bill 1914

Summary: will allow any person to practice cosmetology without a license as long as the provider enters into a written contract with the client to waive all liability that may arise from the provider's performance
Status: Failed

There is a possibility these measures will be reintroduced next year.

Illinois House Bill 5558

Summary: will allow any individual to practice cosmetology, esthetics, nail technology, and barbering without a license

Status: Legislature recessed until 11/20

Rhode Island House Bill 7484

Summary: will drastically reduce educational requirements, lowering cosmetology education to 600, manicurist to 200, esthetics to 300, and barbering to 600
